Sounds like you are getting chill cracks in the weld as the heat flows out into the adjacent cold metal. I would get the whole area up to tempering temperature at least with a large propane torch. Say up to blue or use a 280 degree centigrade Tempilstick. The weld will then cool into the tempering range. A little final top up of heat will complete the tempering. This method also avoids any distortion. If anything the repair will be a bit soft, but be about right after levelling and tensioning.
